Silly Hollywood

A few days before every Halowe'en, the City of Los Angeles, posts these signs around Hollywood.

I do no know if the prohibition is to prevent the costs of cleaning up the silly string or whether violence erupted and that caused the prohibition.

Meanwhile, I guess any other days of the year one can shoot silly string at anyone.
